We
blame our governments for the sorry state of affairs in our country.
But when I observe the conditions, I feel the real blame should go to
the people of the country because if they do not go on increasing
population our conditions would have been far better today. The rate
at which our population grows and the rate at which we are making
developments we see that rate of growth of population far exceeds the
rate of developments. As a result we see that all the benefits of
development are washed away by this ever increasing population.
Present
government is talking as if nothing was done during Congress rule. It
is profane comment to say that Congress did nothing. We as
responsible voters at least cannot accept it. Suppose Indian people
had kept control on its population and kept it at the level at 1950,
today our country would have been the developed country by any
standards. Unfortunately, things did not happen that way. People,
very irresponsibly, kept on increasing the population and we remained
an under developing country throughout the period. I am not a
Congress supporter but I am also not a person who will disregard what
good work Congress has done. Five year plans was a innovative concept
Congress gave to India. Through that we definitely made huge
improvement in the conditions of our people.
About
population increase I have noticed that we see two trends prevailing
in that. We Indians have two types of people. One type, whom I call
unintelligent people and other intelligent people. Intelligent people
are also called upper class and unintelligent called lower class (or
scheduled class) but I vehemently disagree with these terms as
intelligence we can find in so called lower class and we can also
find unintelligent in so called upper class people. Therefore, I
shall continue my rendering by using my terms and shall not use the
commonly used terms, upper class and lower class. What I want to hint
at is that generally people from intelligent class prefer to keep
control on their population and they are found to be not adding to
the population of this country. Whereas the other type, unintelligent
class, continue to produce population and it is this class that is
proliferating in our country. We notice population of intelligent
people is reducing on many accounts. One is that they practice family
planning willingly. Other important and alarming cause is that a
large number of these people migrate outside our country to better
pastures in developed countries such as USA, Australia etc. these
migrants do not wish to return back to India and that makes that a
permanent loss to our country.
Increase
in population of unintelligent class reduces the quality of our
country at all levels. Our government and other administrations are
suffering due to the engagement of these unintelligent people as
government officers, police officers, Judges and at all important
levels where actually we need to have intelligent people. These
unintelligent people hold on the positions but cannot deliver the
results as they do not know how to do things. But they, even though
not intelligent, are smart enough to covetously grab those position
and indulge in corruption because that is all they can do best. As a
result we have a perennial problem of corruption at all levels. To
add to this more demand for reservation by these unintelligent people
makes things worse for intelligent people and unnerve them all the
more and as a result they are driven to leave this country and go
elsewhere for better prospects. I observe that these intelligent
people though love their motherland are not comfortable that their
motherland is going in the hands of unintelligent incompetent people.
They are not desirous of returning to motherland so long as these
unintelligent people hold the power at all levels gredily.
This
is further complicated because of our policy to pay on attendance and
not on the basis of performance. Unintelligent people can keep proper
attendance to offices but cannot deliver results but as we pay
salaries on the basis of attendance they continue to grow without any
quality of work output. Files are piling up as those who hold
positions cannot understand what to do with them being unintelligent!
In Courts, we see cases keep on getting dates after dates as
unintelligent Judges are not knowing what to d with it? Intelligent
people are scrupulously kept out by these policies of reservation and
as a result quality of performance suffers at all level. Remember
these unintelligent people are though not having proper intelligence
however, they are smart enough as smartness does not need
intelligence. Often smartness is taken as measure of intelligence,
which is a wrong thing.
What
is the difference in smartness and intelligence? Smart decision is a
decision without prudence or far sight. An intelligent decision is a
decision with consideration of future conditions. Smart decision does
not need much talent and so they are easily taken by these
unintelligent people. With such decisions things cannot go much far
and problems keep arising out of this imprudence.
I
wish to discuss in future posts my findings of what happens due to
this policy of encouraging unintelligent people. The aspect of this
grievous decision of encouraging unintelligent people without limit
is going to cost our country fetal effect. In my next post I shall
discuss the policy of family planning and how it can hamper healthy
development of our country. Concept of family planning is not same
for both types of people. I mean, family planning of intelligent
people and family planning of unintelligent people should not be
same!
